Pilot error <sigh> I was appending to MAKEFLAGS in /etc/make.conf so that make would search both /usr/share/mk and /usr/local/share/mk (see <URL:http://www.freebsd.org/cgi/query-pr.cgi?pr=5745>; for why). After commenting that line out the build (and subsequent install) worked flawlessly.
