As I understand it, RTP is only a framework for a protocol, and not actually a protocol. I.e., they define some headers, but no delivery semantics. There are some RFC's that talk about how to put various video/audio formats on top, but I think they have explicitely avoided talking about things like redelivery, loss, etc, so there may not be enough information to do a generic RTP implementation. Instead, it may have to be written for each application that runs on top.
