With this change temp-watch on -stable no longer takes up noticeable
amounts of CPU when running - it will stay blocked until something changes
in /tmp, at which point it will poll once and then block again. Previous
behaviour would spin in a tight loop polling continuously, which made
temp-watch unsuitable to leave running all the time.
It needs recent versions of -stable (sometime around the 5th of may, I
think) (or -current from a few weeks before that) to run, but it's quiet
enough now that you can leave this running all the time without worrying
about how it's chewing up CPU performance.
We can probably discover a lot more insecure tempfile names out of this
now (mostly from ports, I'd expect)
