Many, many people agree with you here, and the topic received widespread support when I brought it up at the BSCan ports BoF. The issue isn't whether stuff should go into LOCALBASE instead of X11BASE, it's how to deploy a mass migration. For the meantime, stuff should go into X11BASE, where everything X-based except for KDE and OOo is, and should become part of the list of stuff to be moved to LOCALBASE. If you can come up with a deployment plan to leave xorg in X11BASE and move everything else out, *please* let us know!
