The Broadcom "Crystal HD" BCM7001x series video decoder chips look very promising. Decodes mpeg2, H.264, etc. up to 1080p TDP of ~2 watts Drivers are available for OS-X, Linux and virus-server, so the info needed to create BSD drivers should be available.
