That time I didn't know the difference between adding IGB_LEGACY_TX in Makefile flags or adding to the driver code. Thereafter I found the thread http://lists.freebsd.org/pipermail/freebsd-net/2013-April/035137.html which discuss on this, and indicates adding IGB_LEGACY_TX to the Makefile doesn't work.
