I'm somewhat surprised I see this many APs where I am (not in a condo or
apartment building).

I can take a look at that, but I think wpa_supplicant needs to be able to
handle the case where the scan results don't fit in a single dgram (either
because the user has lowered it from whatever the default becomes, or because
there are just a very large number of APs visible).
