It uses AppJail/Director for this but also has the ability to deploy VMs (called vmJails) using AppJail/Director/vm-bhyve. The following article although its main purpose is to show a feature called appConfig, teaches how to deploy a VM with PkgBase. Perhaps someone who works with PkgBase will be interested in this article.
