I was only commenting on the reference to
"installer panic", not on other aspects of
the overall behavior. No panic is shown in
the picture, just a debug-kernel report of
a lock order reversal. (Those need not be
a problem.)

As for the overall behavior . . . 

You referenced "installer panic after final reboot".
And the picture says "Rebooting..." so I would expect
the process to not stop but to start booting after the
shutdown: It does not look like a power down and your
wording says it was a reboot.

If a power down was actually requested instead of a
"final reboot", you may want to add some notes to
clarify how to interpret the report's intent.
