Not sure whats going on over there I haven't run 2.x in over a year.

The brooktree848.c is a driver not a program and it gets build as part
the kernel build process.

The opt_bktr.h is an include file where options for the driver are included.
Things like "#define TUNER ".

You have to make sure that the include files are properly installed in your
system . The tar ball is for /usr/src/ however the ioctls should
also go to /usr/include/machine . This step is usually taken care
by a make world.
