When your box is swapping more than you'd like, or you are out of {CPU,
network} bandwidth, that's where you draw the line  :-)

What you choose is somewhat arbitrary.  There is a maximum practical
number of users, but it is not easy to determine, and has more to do
with local usage patterns, etc.
