I'm not convinced that the ghc problem is entirely a Ryzen hardware problem.

The first thing I did after I received my replacement CPU was to rerun
poudriere, and ghc failed as usual.  Then there was a recent commit that I
wanted to test, so I upgraded to the latest version of 12.0-CURRENT.  I've run
poudriere twice since then, and ghc has successfully built both times.

I'm planning on doing some bisection tests to try to track down what seems to
have fixed the problem, but this could take a while.
