Here's the checklist:
1. Source for HylaFAX v4pl1 and latest TIFF libraries
2. *REMOVE* all other TIFF libraries on the system (very likely
on /usr/local/lib)
3. install TIFF libraries
4. install HylaFAX.
Worked for me from 2.1.5+
