A line in /etc/rc.conf is needed to activate those rules, too:

devfs_system_ruleset="localrules"

...assuming you had [localrules=10] at the start of devfs.rules.

These are just permissions applied to dynamic devices.  It's easier to 
first test the scanner as root.
