An interesting analogy. :) However, to play nice with the current framework (and the one I suspect will exist going forward), I think that the non-US libcrypto will need to make possible the compilation of just its "full native RSA crypto" functions into a librsaref.so library which bears no resemblance other than its name to the USA dog-breath version.
