You might want to try samba, although it falls a bit short of being a
fully fledged PDC.  It's in the ports collection.

There's also Samba TNG <http://www.samba-tng.org/>; and although it's
not yet in the ports tree, it does seem to have all the functionality
you'd want from a PDC.

If you're feeling daring, you might also want to try setting up
Windows 2000 to use a Kerberos V KDC to do authentication.
