This isn't a crypto export issue, again, this is an issue of what people in the USA are technically allowed to do with the RSA reference code. Yes, I think anybody can do the pkg_add step manually, but that's the kind of "handwork" I was referring to. What the ports collection and sysinstall both offer is a degree of "transparency" which is supposed to go beyond this, however.
