net/libnet-devel should go away once everyone has sync'd up
to the new API. At this point net/libnet will remain as the maintained
version and libnet-devel will go away. I'm not sure that there is any
history that will be lost/needed to be prevserved here since net/libnet
will be the end-product (eventually).
