Which tools are included exactly which you think shouldn't be?
usr.bin/Makefile defines the following:

SUBDIR+= unifdef
SUBDIR+= xlint
SUBDIR+= xstr
# XXX maybe under textproc?
SUBDIR+= vgrind
SUBDIR+= yacc
.endif
...so these shouldn't be included.
