Add a penalty box. These changes are from Joe@. They allow one to be
placed in CVSROOT/badcommitters. One per line, with normal comments like
the avail file. Put users in this like so with a reason and an exit date.
# fred 2002-06-15 Fred is in the box for three weeks for failing to floss
fred
Do not commit to badcommitters unless you are authorized to do so!
