    periodic/daily/480.leapfile-ntpd: only attempt to refresh leap-seconds.list
    when ntpd is enabled.
    
    The leap-seconds.list is used exclusively by ntpd, therefore, do not bother
    to perform the fetch when ntpd is not enabled.
