To make clearer the problem,
$: {2} kbdcontrol < /dev/ttyv0 -l /usr/share/syscons/keymaps/us.iso.kbd
kbdcontrol: setting keymap: Inappropriate ioctl for device
$: {3} kbdcontrol < /dev/ttyv0 -l /usr/share/syscons/keymaps/jp.106x.kbd
kbdcontrol: setting keymap: Inappropriate ioctl for device
$: {4} kbdcontrol < /dev/ttyv0 -r fast
$: {5}
-d, -r works, but -l .... didn't as shown above.
