I somehow managed to get some sockets stuck in LAST_ACK, which is
preventing the ftpd from binding port 20 even w/SO_REUSEADDR or 
SO_REUSEPORT. This is on a -STABLE system, any ideas how it would get
stuck in LAST_ACK?
