Note that with llvm and clang, we install these license files into /usr/share/doc/{llvm,clang}, together with the (admittedly sparse) other documentation. For libc++, there isn't any offline documentation to install right now, so making a /usr/share/doc/libc++ directory for just the .TXT files might be a little overkill? Maybe we should install them into the include directory?
