For the server size, use mpd on FreeBSD. It works very well. For client side, best to stick with PPTP if you are using anything less than win2k. I am not aware of any free IPSec clients for Windows that work well on all platforms. Even the built in VPN client on MS will require quite a few knowledge base articles read to get all working.
