Would it not make more sense to log all of the transfers on the machines,
ie http and ftp logs and then run a standard analyzer on them? Warez sites
are pretty easy to find that way.

If you don't have admin access on the machines serving out the traffic,
what about a firewall type setup?

Sniffing on the traffic might not be the most accurate approach to
billing.
