There is quite a bit of room for creativity. It could be done so that it
checks for it on ports.*/Makefile only, or everything but patch-* and
files/md5, or whatever.
Yes, I was intending this check only to apply to src/* and only be enforced
on HEAD. Bringing files across to RELENG_* would be too painful if the
anti-version-spamming checks were turned on.
