I assume they are using tcsh? watch tells tcsh to monitor people logging in and out of the sytem so that it can print "joe has just logged in on ttyp4". You presumably dont want to allow this but the error message you ar egetting is no worse than what they will be getting when they run who. If you dont want the error message I suggest you take its advice and un set (or not set) watch.
