I wasn't sure about how to use the USES_PYTHON variable.  Thank you for the
pointer.

It does pass portlint and I did build it with poudriere:

$ portlint py-lolcat
WARN: Makefile: Consider defining LICENSE.
0 fatal errors and 1 warning found.
$ 

(not sure how to get past that warning since the license in the script is
"unique".)

I am aware of the PyPI project, but don't know if pip wraps packages the way
CPAN does (or did?) for Perl.  My repository is actually forked from the PyPI 
project's github repository.  The project hasn't had a release since 2016-06-07
and currently has year-old PRs outstanding. I have e-mailed the author.

In the meantime, I have no problems re-naming the port to avoid conflict. 
Should that work continue on this PR or should this one be closed and a new one
opened under the new name?
