Well, there is "harm".  The -1/-15 confusion happens a lot.

Is the plan to keep every locale ever created for ever and ever?  Never
do any kind of kind of cleanup or reorg?

This is not really any kind of problem.  Update the regression test and
nobody will even notice after that in all liklihood.
