I think this is a good idea to use BSD.local.dist, and we should certainly keep it. However, some ports create their own subdirectory in ${LOCALBASE}. While those may be converging toward a more standard hierarchy (I'm not sure about the ports policy on this particular point), so we might want to check if the directory exists.
