Hi:

Posix (ISO 9945-1) says in section 14.2.1 that one need only
include <time.h> to use clock_gettime and friends.  On FreeBSD
it seems like one must include <sys/time.h>.

Why (other than history) this seemingly gratuitous inconformity?
Can this be made conformant?
