Somewhere in the ppp.conf,mostly under default: section you need to have
this line
"allow user that_user" minus the quotes e.g. allow user kostya
That will allow the user to run ppp

For mounting the cdrom I suggest you use sudo (if you have it). I am yet
to configure how to let everyone mount a cdrom but I guess it is one of
those things that you do with 'sysctl'
