If I understand the context correctly, the problem is
some output text is misleading:

1 packages requested for removal: 1 locked, 0 missing

That package was vital, not locked. Being vital is
sufficient to have the status "may not be removed".

The message could be changed to something like:

1 packages requested for removal: 1 locked/vital, 0 missing

That would explicitly match the "or" in the text:

The following package(s) are locked or vital . . .
