If I remember right, the Netscapes license DOES NOT allow for 
redistrubition.  You can only obtain Netscape from a retail store, their 
web site, or through some of their .EDU mirror sites.  Therefore, you 
cannot give out copies of netscape to your users without a contract with 
Netscape.
