Changing MAXCPU to 1 makes the system bootable, even with usefdt=3D1.

With usefdt=3D1, this is what is observed when changing MAXCPU:
256: crashes right after the copyright message
16: hangs on USB discovery
1: boots fine

I'm always able to boot when unsetting usefdt, no matter the MAXCPU value.
