Let processes listen on that IP (i.e. server programs)? Or connect to that IP? If the former, you might want to have a look at the "jail" feature (see the jail(2) and jail(8) manpages). If the latter, then ipfw (packet filter) is probably the suitable tool for you. See the manpages and the section in the Handbook about ipfw.
