(I'll try with a lesser stratum)

Fudging to stratum 0 is almost always a bad idea. Fudgint to stratum
12 or 13 is a much better idea 'cos then the damage caused by
leaking bad time to the internet is much smaller. We fudge to
stratum 14 and it works fine.
