On the oldest 8bit WD8003 cards, the strap forces you to 0x280
and is frequently used on cards where people have trashed the
contents of the EEPROM.  On some of those boards, it was possible
to get the EEPROM into such a state that you could never get it sane.
Western Digital would tell people to set the "INIT" strap and
run at 0x280 5 unless they wanted to replace the card.

Running the wrong version of the SETUP/EZSETUP program would zap
these cards instantly.

Even so, forcing the user to change the settings for ed0/ed1 isn't
that traumatic.  But I think for various reasons, both interfaces
should be in the basic kernel.
