Hi,

Several people reported to me that time limits set in /etc/login.conf
don't work, so after eliminating most probable errors (such as wrong
format, or forgetting to do cap_mkdb) I went to look into sources.

And I must admit that I can't find any place in the whole src/* which
reads these capabilities and makes any use of them.

So, is this broken, or am I (hopefully) wrong?
