It's been an interesting week in Lebanon.

There will be an errata notice and freebsd-update patches combining the
tzdata 2023a-2023c releases.  While the dust will have settled by the 
time that comes out, it will ensure we return "correct" past timestamps.  
(Or at least the same "wrong" past timestamps as everyone else.)
