Here's another thing to check:

sudo fstat -p `pgrep zfsd`

That will tell you if zfsd is holding the zvol open for some reason.  It
shouldn't be.  I can't reproduce this, BTW.  I have a server running
14.0-CURRENT from august (And I'm updating it as we speak) hosting multiple=
 VMs
with storage on zvols.  They boot fine.
