That doesn't help here - I think what we really want in syslog.conf
is the ability to specify !prog.level as an alternative to
facility.level. Then we could say something like !prog.none.
Maybe ``!'' isn't a good character here... It's meant to indicate that
a program follows, and not as a logical NOT.
