Yurk!  They are obviously trying to avoid providing access to other ISPs.
If they were trying to make people use CIDR more I would have expected a 
charge like $100/time-unit for 1 Class C and $500/time-unit for /19.

Having "month" as time-unit is outrageous.  $100 per year might be 
reasonable, depending on their reasons.

As an aside: Telstra Internet in Australia charge A$2000 (US$1600) per month 
for BGP4 routing updates!!
