I'd call PDF a binary form :-) The O'Reilly style guide looks quite good. How about simply linking to it (as a suggestion/recommendation to authors) on the documentation project page, rather than copying it or seeking to formally co-opt it? It doesn't say anything about writing style, which some people on this list were worried about earlier (formal vs informal).
