Obviously, the Windows issue is that you would need to patch the VMM32.VXD code, so a registry hack is the easiest way to (not) deal with the problem. Apparently, they have not bothered to characterize the problem, or they would have worked around it in software. It's funny that they don't do that; I have to laugh.
