Obviously pkg fails to check if a port has changed resulting in completely
unnecessary de-installation, new downloading and "re-installation". The number
of ports affected may be large and the volume of downloads can be huge (> 1
GB!!).
This may lead to other errors and complications due to network problems or
buggy behavior of recent pkg versions. 

As this affects all users of pkg please increase 
 Importance:    --- Affects Only Me ---> Affects many people
