Well, it makes a difference in choosing which code you should have the
cisco respond with.  Perhaps the other OSes are respecting 13 but not 9
or 10.

The concept seems well thought out.  I suppose what you need to do is
continue on with the achking until postfix is happy to be the primary MX
and deliver to the backups automatically.  Other than that, I can't think
of any improvements that would be easy for customers to understand.  Sorry
for assuming you hadn't put much time into this.
