Abuse.net has a service where you can send mail to
domain.com@abuse.net and they will forward the message to the proper
contact point for domain.com, including upstreams of that domain if
they are unresponsive. adcomplain from the ports collection seems to
do a pretty good job of semiautomatically picking the right domain
name to complain to.
