The latter is what I meant; 'options PCIC_IRQ...' would be the only way 
to have a compile-time default.

Yes.  The only way to do this properly is to bus-genericise the PCIC 
code, and make it into a proper bridge.  I think this is basically what 
Garrett was working on; I don't know where he's at right now.
